Traditional sanctions hurt ordinary citizens while leaders stay comfortable. AGORA sanctions are different—they reduce UBI to citizens of sanctioned countries, but never to zero. Citizens are victims of their governments, not enemies.
This creates democratic pressure: when a government's actions cost its citizens economically, there's motivation for change. All sanctions are temporary, transparent, and require supermajority approval.
